Features of Bujawe Central Forest Reserve

Bujawe Central Forest Reserve is located in the Hoima district of western Uganda, about 250 km from the capital city of Kampala. It covers an area of 50 km2 and has a variety of habitats, including moist semi-deciduous forest, grassland, and wetland. The forest is home to over 200 species of birds, 40 species of mammals, and 100 species of plants, some of which are endemic or endangered. 

One of the most striking features of Bujawe is the mountain called Buhirigi, which has the highest peak and is the most prominent mountain in Uganda, with an elevation of 1130 m (3707 ft) and a prominence of 60 m (197 ft). Buhirigi offers a spectacular view of the surrounding landscape and is a popular destination for hikers and nature lovers. The mountain is also a sacred site for the Bunyoro people, who believe that it is the dwelling place of their ancestral spirits. 

Another feature of Bujawe is the honey production, which is a traditional activity of the local communities. The forest provides abundant flowers and nectar for the bees, and the honey is harvested using traditional methods and tools. Honey is used for food, medicine, and income generation and is highly valued for its quality and taste. 

Conservation Status of Bujawe Central Forest Reserve

Bujawe Central Forest Reserve is a protected area under the management of the National Forestry Authority (NFA), which is mandated to conserve and sustainably use the forest resources. The NFA has implemented various measures to protect the forest from illegal activities, such as logging, poaching, encroachment, and mining. The NFA also works with the local communities to promote alternative livelihoods, such as beekeeping, ecotourism, and agroforestry, and to raise awareness about the importance of the forest for their well-being and the environment. 

However, Bujawe Central Forest Reserve faces several threats and challenges, such as forest fires, climate change, population pressure, and land conflicts. One of the most serious incidents was the Bunyoro Forest Fires of 2014, which destroyed about 240 hectares of pine and eucalyptus trees in Bujawe. The fire was allegedly caused by honey hunters who set fire to the forest to smoke out the bees. Eight honey hunters were arrested and charged with burning a gazetted forest, and the NFA vowed to crack down on the culprits and prevent future fires. 

Another challenge is the lack of funding and resources for the NFA to effectively manage and monitor the forest. The NFA relies on donor support and revenue from forest products and services, but these are often insufficient to meet the operational costs and the demands of the stakeholders. The NFA also faces resistance and hostility from some local people who claim ownership of the forest land and demand compensation or resettlement. 

Controversy of Bujawe Central Forest Reserve

Bujawe Central Forest Reserve is not only a biodiversity hotspot but also a hotspot of controversy and conflict. The forest is at the center of a long-standing dispute between the NFA and the Bunyoro Kingdom, which is one of the oldest and most influential kingdoms in Uganda. The Bunyoro Kingdom claims that Bujawe and other forests in the region are part of its ancestral land and that the NFA has illegally occupied and exploited them without the consent and benefit of the kingdom. The kingdom demands that the NFA hand over the forests to the kingdom or pay royalties and share the revenue from the forest resources. 

The NFA, on the other hand, argues that the forests are public land and that the kingdom has no legal or historical basis to claim them. The NFA asserts that it has the mandate and authority to manage the forests in the best interest of the nation and the environment. The NFA also accuses the kingdom of inciting and supporting illegal activities in the forests, such as logging, poaching, and encroachment. 

The conflict between the NFA and the Bunyoro Kingdom has resulted in several clashes and lawsuits, which have not been resolved to date. The conflict has also affected the local communities, who are caught in the middle of the competing interests and claims. Some local people support the kingdom, while others support the NFA, creating divisions and tensions among them. The conflict has also hampered the development and conservation of the forest, as the NFA and the kingdom have different visions and plans for the forest.
